During the regime of President Ferdinand Edralen Marcos, the Barangay in different places was created. The Presidential Decree No. 82 was approved and implemented.

The first Municipal Interior of Local Government Offices was Mr. Prospero Ruelan Sr., was appointed by Mayor Jesus A. Montecillo. The Barangay Officials, Barangay Chairman, Barangay Councilors, Barangay Secretary and Barangay Treasurer.

At the time there was no honorarium and they voluntarily rendered their services to the people.

The first Barangay Chairman of Barangay Poblacion 1, Tuburan, Cebu was Mrs. Lolita Del Castillo and the Barangay Secretary was Mrs. Reba T. Parilla.

Next to Mrs. Lolita Del Castillo was Mr. Gualberto Gallarde in voting system, the highest vote for Barangay Kagawad, was the one proclaimed for Barangay Captain.

A village with a few settlers named the place “Kainsikan”, the late Sesinando Potencioso acted as their leader in social, political and religious activities.

One of the streets in the barangay is Tabo-tabo St. and part of this area lived the Chinese traders. Long ago they call the place as “Kainsikan” and up to the present.

During that time the Barangay Officials did not receive any monthly honorarium. It was solely voluntary work for them. It was only the administration of the late Mayor Montecillo who passed a Municipal Ordinance dividing the Poblacion into eight barangays, so one of them is the Barangay 3. He was also provided for the Presidential Decree No. 82 of the former President Ferdinand E. Marcos.

The first Barangay Election was held. The ruling provided that a candidate who gets the highest number of votes will automatically become the Barangay Captain. The first Barangay Captain was Andrew Yap.

When the Local Government Code of 1991 was passed in Congress, the Barangay Captain was changed to Punong Barangay, and the Barangay Councilor was also changed to Barangay Kagawad. The law gave the blanket authority to the Barangay Officials to govern the Local Barangay Government. The law also gave each barangay its Internal Revenue Allotment.

Based on the comprehensive Land Use Plan (CLUP) of year 2003, Barangay 3 has an average land area of 47.51 square kilometers. It is bounded on the North by Tañon Strait, on the west by Barangay 4, on the east by Barangay 1 & 2, and on the south by Barangay 5. Ot has 240 population composed of 54 households of 59 families based on Barangay survey of 2010.

In the olden times during the Spanish regime in our country, Spanish became more powerful. When they reached here, this place was called “KOLU” which means bread fruit, because in their place there was a “KOLU” tree towering place.

When the Spanish came here, they built their houses closed each other which formed like a colony of ants.

Until such time when the American came and invaded the Spaniards, the place was changed from “KOLU” to “COLONIA”.

That’s how “COLONIA” got its name.

When a certain Spanish soldier ask them what place they live, the couple answered right away, “I’m Forto and Liza” , they thought that they we’re asked about their name. According to our Ancestors the word “GIMAMAA” came from the word “MAMA”meaning a place where minimal source of water or if there is, it will easily vanished.

Before the people lived felt thirsty and hungry and shouting “TUBIG, TUBIG”. They talked or asking to each other, why we here (nganong namoyo man ta niining “MAMA” nga lugar). They always talked and repeated the word “MAMA” from time to time. They didn’t lost their hope and always prayed that someday they can find enough source of water to supplement their daily needs.

But the word “MAMA” was not totally erased in their minds it was repeated from generation to generation. During early 50’s the people put “61” from the beginning to complete the word “GIMAMAA” and make the sound better.

That’s the short story of Barangay GIMAMAA.

Places, any place, no matter how desolate, secluded or remote, have brief origin about its name. Some legends are funny, others queer and still others are significant. Barangay Libo is no exemption.

The term “LIBO” is the common name in the vernacular of a certain plant that was unfortunately made extinct by mans’ folly. Short-sighted men, the precursor of modern vandalism, destroy whatever he believes that has no value to him. For him, the present has nothing to do with the future.

Many years ago, and even until today, local fisherman do not have any naval instruments to reckon their position in the sea. They rely mostly on the stars (if the night sky is cloudness) and some landmarks in the mountains for a certain tree called “LIBO” for its visibility does not diminish with distance that remained for a number of years, centuries perhaps, until man’s quest for greener pasture to uplift penurious living came. A slash-burn farmer (kaiginero) selected the place where the tree grew for his new farm. The tree that had been the beckon of fisherman was not spared by the thoughtless and careless farmer who burned down plants which he surmised would be obstructions to his goal. The flame devoured everything in its path, continued to rage not leaving a sign of life for the sedentary of birds that took refuge under its thick foliage where their abode was concealed from the cruel hunters was lost and reduced to ashes.

The tree is gone but its name persists. It remains the name of the place where it formerly stood firmly and proudly defied nature’s wrath but succumbed only to man’s total ignorance of the real value that lies in his environment.

LIBO is a small community preached on the hills who’s energetic and enthusiastic Barangay officials are doing their best they could, leaving no stone unturned to make into reality what they dreamed of to place it in the limelight of progress.

Barangay Siotes is number 51 of all barangay of the Philippine municipality of tuburan in the province of Cebu in central Visayas which is part of the Visayas group of Island. Barangay Siotes had 551 residents as of 2011. As of now Barangay Siotes had 6 purok like Purok Malamban, Sapa, Kalubihan, Kaymito, Tugas and Proper. We have primary schools, Kindergarten and Day Care Center, not all Purok had electricity as of now the water system of the barangay is not yet completed.
